Summary: During the year ESS Scandinavia has entered into collaboration with CERN on accelerators and targets, with CEA Saclay (France) on accelerators and ion sources, with SNS (USA) and FZ Jülich (Germany) on targets and instruments, with BNL (USA) on accelerator design, with KTH (Sweden) on target materials and safety aspects, with DESY/XFEL (Germany) on accelerators and management of in-kind contributions, with Copenhagen University and ISIS (UK) on instrumentation and data management, and with the Cockcroft Institute (UK) on accelerators.
In several of these collaborative partnerships ESS Scandinavia has employed technical and scientific personnel in Lund, seconding them to the collaborating partner laboratories to work on the ESS design and on technologies and systems related to potential contributions to the ESS in Lund. ESS Scandinavia firmly holds the view that technical collaboration is an excellent basis for successful, future, in-kind contributions of complex technology. During the year, seven accelerator experts and four target experts have been employed and added to the ESSS exsisting staff now exceeding 30 people, eager and ready to enter into the next phase of developing the ESS with a site decision made for Lund. This activity report is a brief account of the work of the Secretariat during 2008 - 2009.

- Mobilising Support
Building broad political and multilateral support for the Swedish offer to build and to host the ESS. Building an ESS coalition of neighbour countries. Deepening the dialogue with all other European countries. Entering into a dialogue with Spain and Hungary. Involving the European and Nordic Investment banks in the planning of the ESS.
- Team Organisation & Technical progress
We describe how we plan to finalise the design (The Swedish government has reserved 30 M€ of its contribution, to be available after a site decision, for finalising the design in a European Design Review), explore options for the target and the accelerator, how the costing has progressed and how we build up a team.
- Science and Instruments
Presenting the scientific core competence, activities and collaborations at ESS Scandinavia. The ESSS Scientific Advisory Group's planning of ESS instrumentation and work to increase the interaction between x-ray users and neutron users, ESSS and MAX-Lab. Presentation of the planned ESS Data Management Centre in Copenhagen and distribution of universities and neutron users in the Scandinavian Neutron Societies. Describing the ESS Scandinavia's promotion of the exploitation of neutrons in the applied sciences and industrial R&D which have resulted in among other things, formal letters of support from seven major corporations in Sweden that campaign for ESS in Lund: Scania, Electrolux, ABB, Sandvik, SSAB, Volvo and IKEA.

International media coverage, publications, meetings, conferences and presentations promoting neutron science in general and ESS Scandinavia in particular.
- Licensing work
ESS Scandinavia is having an active dialogue with society, arranging public meetings on The Site Development Plan, The Environmental Code and other matters related to the Licensing process. Supported by external expertise together with in-house on the target, accelerator, licensing and architecture, ESS Scandinavia is aiming to get all the required permits by the end of 2011.

Collaboration with the world's leading laboratories on accelerator & target R&D, training and development with among others CERN; SNS at Oak Ridge National Laboratory, USA; CEA Saclay; FZ Jülich; XFEL/DESY in Hamburg.
